Sejda is the closest feature match to Acrobat in this category. It edits the text already in a PDF rather than overlaying new text on top, builds fillable forms from existing documents, runs OCR, deskews scans, and applies Bates numbering — the set of jobs that usually separates a real PDF editor from a web converter.
The desktop application is the reason to pick it over a browser tool. It runs on macOS (Intel and Apple Silicon), Windows and Linux as .deb and .rpm packages, and processes files locally, so documents never leave the machine. Pricing is a EUR 71 annual plan for desktop and web together, with cheaper weekly and monthly web passes and a limited free tier.
The gap against Acrobat Pro is redaction: Sejda has no redaction tool at all, which rules it out wherever content has to be removed rather than merely hidden. The second caveat is the vendor rather than the product — Sejda BV is effectively one person, so the continuity risk is real.

Sejda BV is a Dutch company registered with the Amsterdam Chamber of Commerce under number 68286945, with Eduard Weissmann as its principal. Its Terms of Service name the BV as the contracting party, apply the laws of the Netherlands, and put disputes before the competent court in Amsterdam. No other entity appears in the document and no holding company sits above it.
The product has been trading since 2010 and ships genuine cross-platform desktop builds, so it is not a side project. It is, however, effectively a one-person company registered at a residential address, with revenue below the threshold at which Dutch filings disclose figures — a continuity risk worth stating plainly next to an Adobe product.
One housekeeping note found while verifying: the privacy policy carries an unfilled template, naming the data controller as “a Dutch company with its registered office at” followed by blanks. The Terms of Service carry the real entity details.
