European alternatives to Adobe Acrobat

Adobe Acrobat is the reference implementation of the PDF format Adobe invented, and the tool most office workers mean when they say they need to “do something to a PDF”. Its job covers reading, editing text and images inside an existing document, filling and signing forms, running OCR over scans, combining, splitting and compressing files, and redacting content permanently.

The name covers three different things, which is the source of most confusion about what an alternative has to replace. Acrobat Reader is free forever and only views, prints and annotates. The free online tools at adobe.com are also annotation-level — add text boxes, comment, fill and sign. Editing the text already in a PDF, OCR and redaction are all paid.

The paid tiers are Acrobat Standard at roughly EUR 19 per month and Acrobat Pro at roughly EUR 25, with OCR, redaction and web forms reserved for Pro. That split matters when comparing alternatives: several European tools give away capabilities Adobe charges for, while falling short on editing existing text, which is the one thing Acrobat is defined by.
