Planio is hosted Redmine with an agile layer on top: scrum and kanban boards, sprints, story points on a Fibonacci scale, and automatically generated burndown, burnup, velocity, cumulative flow and lead time charts. It is published by Planio GmbH in Berlin, and §4.4 of its terms states the data centers are located within the Federal Republic of Germany.
Every paid plan bundles unlimited Git and Subversion repositories, and commit messages can reference an issue, change its status and log time against it. GitHub and Bitbucket repositories can be mirrored in so their commits link the same way; there is no GitLab integration.
Roles and permissions are fully configurable per project, with workflow restrictions on who may change which status — the capability Atlassian reserves for Jira’s paid Standard tier.
The gaps are specific. There is no pull-request or code-review layer anywhere in the product, and no query language equivalent to JQL. Pricing is flat per plan rather than per seat: free Bronze allows 2 users and 1 project, then €19, €49, €95, €199 and €349+ per month. Against Jira Free’s 10 users and 2 GB, the free tier is a genuine step down.

The team is small — around eight people, four of them engineers — but several are long-standing Redmine core committers, and the product is hosted Redmine, so the underlying engine does not depend on the company surviving and the data stays portable Redmine data.
